Eviction drive

Dear Editor,

I would like to highlight the eviction drive being carried out by the Capital District administration against illegal encroachment on Right of Way (RoW) of National Highway -52 A from Nirjuli to PHQ Itanagar.  It is observed that equal yardstick is not maintained by the administration  while carrying out the eviction drive.

The district administration should also take serious view of the on-going construction/renovation of road side drainage system and erection of electricity poles and installation of transformer along road side within the ROW. At a time when the eviction drive against illegal construction is going on, construction of drainage system within ROW is meaningless.

The administration  should verify all illegal structure properly  and conduct eviction drive  in all places for smooth flow of traffic.

Yours’

Techi Nekam

President, Ganga Youth Club, Itanagar

World food prices to stay volatile

The UN’s Food Agency, the Food and Agriculture Organization (FAO) said that World food prices rose in September close to the levels reached during the 2008 food crisis, and the prices would stay high and volatile.

It said that the worst drought in more than 50 years in the United States sent corn and soybean prices to record highs over the summer, and, coupled with drought in Russia and other Black Sea exporting countries, raised fears of a renewed crisis.

Organisation’s price index, which measures monthly price changes for a food basket of cereals, oilseeds, dairy, meat and sugar, has risen by 1.4% to an average of 216 points in September after remaining stable at 213 points in August.

The FAO said that the prices are remaining high and it’s highly unlikely there will be a normalisation of prices anytime soon. It added however that it was not clear whether the small increase in September meant prices were now on an upward trend, but expected volatility in markets could intensify in coming months.

The Rome-based FAO said it had cut its 2012 world cereals output forecast by 0.4% to 2.286 billion tonnes from a previous estimate of 2.295 billion tons, mainly due to a smaller maize crop in central and southeastern parts of Europe, where yields have been hit by prolonged dry conditions.

It also decreased its forecast for world cereal stocks at the end of the 2013 season to 499 million tons, down 4 million tons from its projection last month.

Profit margin of FPS dealers to be enhanced’

ITANAGAR, Oct 30: The two days conference of Food Ministers and Secretaries of states and Union Territories with Govt. of India was held on October 29 and 30 at NASC complex, ICAR, Pusa, New Delhi. The key agendas of the conference were to ensure early completion of end to end computerization of TPDS in the states/ UTs and to seek opinion of states/UTs on implementation of Food Security Bill 2011 which is presently under the standing committee of the parliament. Kamlung Mossang, Minister for Food and Civil Supplies while participating in the conference sought the intervention of Food Ministry to ensure early creation of three more FCI District office at Bomdila, Pasighat and Tezu for effective functioning and monitoring of PDS activities in the state in view of the proposed implementation of Food Security bill 2012 and end to end computerization of TPDS.  Presently, FCI district office Banderdewa with a single Area Manager is looking after the activities of entire state and all the revenue districts. The AM, FCI Banderdewa is overburdened with day to day work load which leads to delay in issuance of Release Orders and monitoring of stock movements, especially during bandh calls in neighboring state and capital complex.

He informed that due to nonpayment of HTS bills since 2009 the PDS activities in the state have been badly affected. He also sought for  enhancement of APL Food grains allocation from present 5005 MT to 8911 MT per month as the floating population/laborers have been inducted from neighboring states for developmental projects like NHPC, Trans Highway, NEPCO etc. Besides, states population has reached 13,82,611 as per 2011 census.

Mossang assured to enhance the profit margin of Fair Price Shop dealers to encourage the commercial viability of running FPS in the state as has already been done in many states. Presently, FPS dealers are getting Rs 26 per quintal as a profit margin which is too meager. Thus, they are forced to indulge into malpractices in order to sustain themselves.  The proposed profit margin will be Rs 70 to 100 per quintal but only concern is that the financial burden is not passed on to the consumers. Mossang was accompanied by H.K Shalla, Secretary,   F&CS, J. Koyu, JD&FCS and A. Bnegia, Officer Co-ordination-cum-DFCSO.

The meeting was attended, among others, by Sharad Pawar, Union Minister, Agriculture,  Montek Singh Ahluwalia, Deputy Chairman, Planning Commission of India and Prof K.V. Thomas, union Minister of state for Food, Public Distribution & CA(Independent charge).

Cong fails to promote tourism, enhance revenue, says BJP

ITANAGAR, Oct 30: Bharatiya Janata Party (BJP) today lambasted the ruling Congress party saying the Arunachal Pradesh Govt has severely failed to  take any bold step to generate  revenue  and create employment opportunity for unemployed youths in the state.

Pointing the major revenue generating sectors like tourism,  mine and mineral and hydro power,  the  BJP North East organisational incahrge P Chandrasekhar  Rao  in a press meet here  said discontinuation of helicopter service after the death of former Chief Minister Dorjee Khandu has hampered the flow of tourists in the state.

When the Chief Minister and other high-ranking dignitaries are availing the copter service, discontinuation of this service for general public will not serve any purpose, said Rao. The party blamed the state Govt for its alleged failure to promote tourism and develop tourism  infrastructure to lure more tourists.

Demanding white paper on mine and mineral sector, the BJP leader said public should know about the policy of state Govt on mine and mineral sector. Rao further said instead of supplying coal and other natural resources to outside the state,   the State Govt should evolve a policy to create sufficient infrastructure for use of resource within the state in order to create employment opportunities and enhance state coffer.

Despite a good number of private power developers signed agreements with state Govt for implementation of hydro projects, not a single private power developer started project works due to lack of road link and electricity supply to the  project site, the BJP said.

The BJP urged the state Govt to provide road connectivity and electricity supply to the project site so that private players start implementation of hydel projects at the earliest.  Rao further said that  the Congress Party  is ‘encouraging defection’ in North Eastern states.

Without referring to the recent joining of TMC and NCP MLAs to the Congress party in the state, the BJP  said “Congress behaving egoistically and undemocratically in the North East.” The Congress party is discouraging the values of democracy and undermining the people’s verdict, Rao said. He said, if a  MLA of a particular party wants to defect and join ruling party, s/he should resign from that particular party  first and  seeks people’s mandate, the BJP leader  said while blaming the ruling party in the state for diminishing the values of voters.

'Why Congress party is encouraging defection when it has full strength to rule the state," he wonders and added that Election Commission should take bold step to discourage defection which undermine the democratic set up of the country.

The Congress should discard its casual mentality to devastate the other political parties and take serious steps to  adopt policies in  the greater interest of the state and its people, the BJP leader said.

The BJP NE organization incharge further informed that the party in state will complete organizational process and new state BJP team will be formed  within November.

Pointing out the recent flood which devastated five districts of the state, BJP national general secretary Tapir Gao said “not a single penny has been spent to mitigate the suffering of flood victims. Anjaw remains cut off till date, people of the district are facing acute shortage of ration items and essential medicines and many school remained closed due to shortage of ration items.”

Huge fund have been spent by the dignitaries in the name of  aerial  survey in flood affected districts, but no adequate ration sorties were materialized to mitigate the suffering of the people, Gao said while demanding adequate supply of  relief materials to flood victims.

While referring to MS Chauhan episode,  the former BJP MP Gao said an enquiry is needed to expose what prompted Chauhan to stage the missing drama.

Gao further informed that second phase of “Jara Yaad Koro Kurbani” programme to pay homage to the  martyr of Chinese war will begin in second week of December from Namsai and culminate at Walong in Anjaw district.

BJP demands CBI probe into financial irregularities

The CAG report has exposed the major financial irregularities in seven major departments  in the state, said BJP national general secretary Tapir Gao and demanded CBI inquiry into financial irregularities. Govt should order CBI enquiry or  constitute an impartial  enquiry committee to unearth the truth, he said. The former BJP MP also appealed to the Centre to take serious note of the financial irregularities and initiate action on the basis of CAG report.

Pasighat-West Cong. men crying for party feedback

Correspondent

RUKSIN, Oct 29: The senior Congress (I) party workers of Pasighat-West constituency have expressed dissatisfaction over ‘weak feedback’ from the end of Arunachal Pradesh Congress Committee (APCC) for strengthening the party in the constituency despite repeated pleas.

The president of Ruksin Block Congress Committee (BCC) president Tanyup Taggu said that neither the APCC nor any party bigwig is giving interest to their pleas. He lamented that a team of Congress leaders from Pasighat West constituency along with PRI members and village coordinating members has intimated their grievances to Chief Minister Nabum Tuki at his official residence on August 9 this year. But there has been no positive response so far.

The representation apprised the the Chief Minister and APCC of some burning problems like deteriorating condition of 15-km MMJ road, implementation of Panchayat schemes without the knowledge of elected PRI members and irregularity in implementation of centrally sponsored schemes in the constituency etc. The delegation further apprised the CM of the alleged ‘dictatorial conduct’ of the local MLA.

Party sources said that a team of senior Congressmen of the constituency is leaving for Delhi on Novermber-3 to place their grievances before AICC president Sonia Gandhi and other party top brass.

However, the BCC president, in a press communiqué, claimed that the citizens of the constituency are still keeping confidence on the party which is evident from the joining of 25 BJP supporting families in Congress in a BCC executive meeting held at Ngorlung village recently, he stated.
